Pres. Aquino took office as 15th RP President, promised clean government [June 30, 2010]


A crowd of more than half million was the witness during the inauguration of the 15th President of the Republic of the Philippines, Benigno Simeon “Noynoy” Aquino III at the historic Quirino Grand Stand at around 12 noon today together with Vice President Jejomar C. Binay. Both took their oath of office before Associate Justice Conchita Carpio-Morales of the Supreme Court of the Philippines.








It was reported that about 48 foreign correspondents, 72 local TV and radio reporters covered the whole affair. Local government unit officials together with special envoys and members of diplomatic corps also grace the occasion.

After Vice Pres. Binay took his oath, it was followed immediately by Pres. Aquino, after which two helicopters flew above the grandstand spewing yellow confetti to the delight of the whole crowd. There were also firecrackers that caught the attention of many. After the oathtaking, Pres. Aquino reviewed the military honors now being the new Commander-in-chief of the Armed Forces of the Philippines rendering his first ever salute to the honor guards.

Pres. Aquino said during his first ever 20-minute speech that he never had expected to taking an oath before the crowd which mostly he believed to have been his campaign volunteers. He said that he never dreamed to become the president because he would prefer a simple lifestyle and faithful to his parents and country as a good son, as a kind elder brother, and a good citizen.

He said that he never dream of becoming a torchbearer of hope and an heir to a lot of problems of the country. But the people made the way and they are very reason to end the poverty of the people and but very beginning of his taking the great burden.

“Marami sa atin ang bumuto na gamit ang kanilang mga paa. Nilisan na nila ang ating bansa sa kanilang paghahanap ng pagbabago at katahimikan. Tiniis nila ang hirap, sinugod ang panganib sa ibang bansa dahil doon may pag-asa kahit kaunti na dito sa atin ay hindi nila nakikita” (There were a lot of us who booted out using their feet left the country to find new change and peace. They sacrifice a lot and courageously face the challenges in other countries because they can find there even a little hope rather than staying here where they could not find it.), Pres. Aquino said.


“Kami ay narito para magsilbe at hindi para maghari. Ang mandato ninyo sa amin ay pagbabago. Isang malinaw na utos para ayusin ang gobyerno at lipunan mula sa pamahalaang iilan lamang ang nakikinabang tungo sa isang pamahalaang kabutihan ng mamamayan ang inangangalagaan. Ang mandatong ito ay isa kung saan kayo at ang inyong pangulo ay nagkasundo para sa pagbabago.” (We are here to serve and not reign in a kingly way. Your mandate to us is change. This is a plain instruction to make in order the government and society from a government where few are benefited towards a government that the people’s welfare is taken care of. This is a mandate where you and your president agreed for a change), he stressed.

Aquino repeated his campaign battlecry: “Kung Walang Corrupt, Walang Mahirap “ (When no corruption, there are no poor people). He promised a good government that listens to people. But, the first step is to install righteous and faithful lines of leaders which would start to him. He assured the people that the aims of his cabinet will be in unison to his aims. He believes that it is not all working in the government are corrupt. Many of them are faithful and they choose to work with the government to do good for many. And it is expected they shall be on top of eradicating corruption in the government.

He stressed that his government will review all midnight appointments; cleanse the Bureau of Internal Revenue and Bureau of Custom as the source to fund the many providential programs of the government. Among the programs that he would undertake is providing quality education which would include also vocational education for all those who cannot afford to enter college; provide health services thru Philhealth for 3 years; increase the number of AFP/PNP personnel; provide support to farmers thru irrigation and extension services; increase local employment opportunities to lessen people going abroad; make the whole country viable for foreign investment.

“My government will be stricter in dealing with all the people of Mindanao. We are committed to a peaceful and just settlement of conflicts inclusive of the interest of all, may they be lumads, bangsa moro, or Christians. We shall defeat the enemy by wielding the tools of justice, social reform and equitable governance leading to a better life. “

In the middle of his speech, Pres. Aquino promised, “We will cut red tape dramatically and implement stable economic policies. We will level the playing fields for investors and make government an abler not a hindrance to businesses.”
